The town of Penrith, on the river Earmont, lies just outside the Lake District National Park in North West England. It was an urban district (with a surrounding rural district) in the then county of Cumberland, until 1974, when it was merged with neighbouring districts (including districts within the county of Westmorland) to form the local government district of Eden, within the newly created county of Cumbria.
